Subject:
Update on COVID-19

We are committed to keeping you informed during the COVID-19 outbreak. This memo serves as notification that the Premier’s order of March 17, 2020 to close all private schools as defined in the Education Act, including First Nation/federally funded schools, has now been extended to April 13, 2020.

In addition, the Premier’s order of April 7, 2020 to close all places of non-essential business has also been extended to April 13, 2020. Private schools and First Nation/federally funded schools are not listed as essential businesses under this order. However, subsection 1(3) of the order permits providing services online, by telephone or other remote means.

Private schools and First Nation/federally funded schools should also note that subsection 1(2) of the order permits temporary access to a closed place of business for specific purposes, including:

  • Performing work required to comply with any applicable law
  • Allowing for inspections, maintenance and repairs
  • Allowing for security services
  • Dealing with critical matters relating to the closing of the place that cannot be attended to remotely
  • Accessing materials, goods and supplies necessary to operate remotely

Private schools and First Nation/federally funded schools should contact their local public health units to determine whether staff schedules can be planned to comply with physical distancing and self-isolation requirements, and how guidance can be provided on additional measures, such as more frequent cleaning.

In addition, Schedule 2 of the order lists essential businesses that may remain open, and includes certain functions and businesses that may be relevant in relation to private schools, such as:

  • The payroll division of any employer
  • Certain construction work
  • Child care services for essential workers

Private schools and First Nation/federally funded schools with specific questions about the applicability of the order to their operations or circumstances, including the permissibility of parent access to schools, should consult with their legal counsel. Where access is considered, schools should discuss with their local public health unit regarding doing so in such a way that will minimize increased chance of exposure and comply with physical distancing and self-isolation requirements.

We recognize that you will have many additional questions and we are committed to providing additional information on an ongoing basis.
